Eating His Toes.

My baby Columbian Tegu is seriously eating his toes.
I got him from a previous owner who took very bad care of him. His toes are all bloody and falling off and there's tons of skin on them from previous sheds that wont come off. A lot of his toes are just kind hanging onto his foot and its obvious he's either in pain or seriously irritated.
I've been trying Iodine and aloe but it won't go away. Does anyone know what to do?
